The Rebuild SoCal Partnership (Partnership) is a true partnership between organized labor and construction management that will ultimately represent more than 2,750 construction firms who employ more than 90,000 union workers in the twelve counties of Southern California. With a primary focus on Southern California projects, the Partnership advocates responsible investment in public infrastructure projects to help fix our aging transportation networks, water, sewer and storm drain systems, while building for our future needs and economic growth. To that end, the Partnership works to educate the public and our elected officials alike to a better understanding of the benefits of these investments.
The International Union of Operating Engineers (IUOE) is a progressive, diversified trade union that primarily represents operating engineers, who work as heavy equipment operators, mechanics, and surveyors in the construction industry, and stationary engineers, who work in operations and maintenance in building and industrial complexes, and in the service industries. IUOE also represents a significant number of public employees engaged in a wide variety of occupations, as well as several job classifications in the petrochemical industry.
The Laborers’ International Union of North America is a powerhouse of workers who are proud to build the United States and Canada. A half-million strong, we are united through collective bargaining agreements which help us earn family-supporting pay, good benefits and the opportunity for advancement and better lives. LIUNA members are a skilled and experienced union workforce trained to work safely in the construction and energy industries. Members build infrastructure – from roads, bridges, and transit to schools and skyscrapers. They are certified to install rainwater catchment systems and trained to build water and sewer systems. Members also work in every area of the energy sector, helping to build solar plants, wind farms, and natural gas and oil pipelines, as well as, being skilled in the maintenance of nuclear and coal power plant facilities.
The Nor Cal Carpenters Union is chartered and affiliated with the United Brotherhood of Carpenters and Joiners of America (UBC). Organized in 1881, the UBC remains the largest of all of the building trade unions in America. As part of a nationwide effort to modernize and reorganize, the UBC chartered the Nor Cal Carpenters Union in June 1997. Throughout Northern California, the Nor Cal Carpenters Union is composed of 33 local unions with more than 35,000 members and growing. The Nor Cal Carpenters Union is the central coordinating body, providing direction and governing each local union. The Nor Cal Carpenters Union is committed to innovative leadership and successful partnerships that deliver real business value, and has reorganized its structure to better work in an increasingly regional business environment. With shared resources and central coordination, local unions are more efficient, more responsive, more customer-focused and more creative, yet just as competitive. The Associated General Contractors of California (AGC of California) represents more than 650 construction firms and 730 related companies. Formed in 1920, AGC has more than three-dozen staff members in nine offices located throughout the state. Headquartered in West Sacramento, it has offices in Redding, Walnut Creek, San Francisco, Santa Barbara, Fresno, San Bernardino and Irvine. The annual construction volume of AGC members range from $100,000 to over $100 million worth of work on roads, highways, tunnels, dams, utility systems and sewage and waste treatment plants. AGC offers many other services to its members, including industrial relations, legislative advocacy, legal advice and regulatory education. The association is affiliated with the National ACG organization in Washington, D.C.

United Contractors is a forward-thinking trade association representing union-affiliated contractor businesses and associate firms throughout the Western United States. United Contractors is a full-service association, assisting its members in union and labor representation; lobbying and government advocacy for market expansion; industry-specific training and education programs; relationship building and networking; legal referral programs; and safety services. United Contractors exists to improve their members’ competitiveness through innovation, proactive strategies, caring relationships and the principles of unity and integrity.
ACEC California is a 50 plus year-old, nonprofit association of private consulting engineering and land surveying firms. As a statewide organization, ACEC is dedicated to enhancing the consulting engineering and land surveying professions, protecting the general public and promoting use of the private sector in the growth and development of our state. ACEC members provide services for all phases of planning, designing and constructing projects. Member services including civil, structural, geotechnical, electrical, and mechanical engineering and land surveying for all types of public works, residential, commercial and industrial projects.

Vulcan Materials Company is the nation’s largest producer of construction aggregates—primarily crushed stone, sand and gravel—and a major producer of aggregates-based construction materials including asphalt and ready-mixed concrete. Vulcan has over 360 active aggregates facilities and over 120 facilities that produce asphalt and/or concrete, which also consume aggregates. The California Construction and Industrial Materials Association (CalCIMA) is a trade association for the construction and industrial material industries in California, which includes aggregate, industrial mineral, and ready-mixed concrete producers. In all, there are about 70 producer member companies that include over 250 production sites in every county of California. CalCIMA members also include over 70 supplier and service providers to the industry.
The Western Regional Association for Pavement Preservation (WRAPP) is the leader in representing the pavement preservation and maintenance industry in California. Started in 1989 as the California Chip Seal Association, WRAPP has evolved into a full service organization with members from all pavement maintenance and preservation disciplines. From crack seal and fog seal, to slurry, micro surfacing, chip seals and even cold-in-place recycling, WRAPP members do it all. One of WRAPP’s primary goals is education. We work with Caltrans and local cities and counties to educate decision makers on all things preservation. WRAPP’s members represent the greenest technologies available for maintaining our streets, roads and highways in CA and surrounding states.
Asphalt covers about 95% of paved surfaces in California. The California Asphalt Pavement Association, founded in 1953, is the oldest and largest construction trade association that focuses exclusively on the asphalt pavement industry in California. The association is made up of 200 member companies, including asphalt producers, refiners, paving contractors, suppliers, engineering firms, equipment manufacturers, testing labs and other companies that make up the diverse industry. CalAPA member companies operate in every part of the state and range from small family-owned companies to Fortune 500 multinational corporations. The association provides a wide array of services to its members, including technical training and business and market intelligence, and advocates on behalf of the industry with state and local elected officials, regulators and others.
